How We Win: The Article V Strategy
Step 1 — 34 States
State legislators in 34 states must pass matching Article V applications on the same subject.
When 34 states apply, Congress is required to call a convention.
So far, 14 states have passed term-limits applications.
Step 2 — Convention Proposes Amendment
Delegates from each state meet and vote on a single-subject amendment — in this case, a congressional term-limits amendment.
The convention may discuss or refine the amendment text, but it must stay within the subject the states approved.
Step 3 — 38 States Ratify
Just like every amendment, 38 states must ratify the final amendment for it to become part of the Constitution.
Neither Congress, the President, nor the courts can block ratification once the states approve it.
